What is the Ayushman Bharat Yojana? The Pradhan Mantri Jan Arogya Yojana (PMJAY) or National Health Protection Scheme or Ayushman Bharat Yojana, also known as ModiCare, is a centrally sponsored scheme under the Ayushman Bharat Mission of Ministry of Health and Family Welfare in India. It was launched in 2018. The scheme brings under it two major health initiatives- Health and Wellness centres and National Health Protection Scheme (NHPS). What are its objectives? The PMJAY aims at making interventions in primary, secondary and tertiary healthcare, covering preventive and promotive health with a view to addressing holistic healthcare. Indu Bhushan is the Chief Executive Officer (CEO) and Dr Dinesh Arora is the Deputy CEO of Ayushman Bharat Yojana. Background The National Health Protection Scheme (NHPS) scheme consists of multiple subsets such as the Rashtriya Swasthya Bima Yojana, Senior Citizen Health Insurance Scheme (SCHIS), Central Government Health Scheme (CGHS), Employees' State Insurance Scheme (ESIS) and so on. In 2017, the National Health Policy had envisioned Health and Wellness Centres as the foundation of India’s health system and the NHPS seeks to implement this. The Central Government Health Scheme (CGHS) was started under the Indian Ministry of Health and Family Welfare in 1954 to provide comprehensive medical care facilities to employees working under the Central Government as well as pensioners and their dependents residing in CGHS covered cities. This scheme operates in cities such as Bhubaneswar, Bhopal, Chandigarh and Bangalore. The Central Government Health Scheme offers services through Allopathic, Homeopathic as well as through other methods such as traditional Indian forms of medicine- Ayurveda, Unani and Yoga. The Ayushman Bharat scheme has two major subsets: •National Health Protection Scheme: This is set to cover over 10 crore poor families (approximately 50 crore beneficiaries) by providing coverage up to 5 lakhs per family per year for secondary and tertiary care hospitalization. Benefits of this scheme are available across India and a beneficiary under it can take cashless benefits from any public or private empanelled hospitals across the country. The NHPS is an entitlement-based scheme where entitlement is decided on the basis of deprivation criteria in the Socio-Economic Caste Census (SECC) database. The scheme intends to extend co-operative federalism and flexibility to states. It has been proposed to set up Ayushman Bharat National Health Protection Mission Council (AB-NHPMC) at the apex level Chaired by the Union Health and Family Welfare Minister. States would need to implement a State Health Agency (SHA) to cover the scheme. •Wellness centres: The government has allocated Rs 1200 crore for 1.5 lakh health and wellness centres throughout the country. These centres will provide comprehensive healthcare, including non-communicable diseases and maternal and child health services, apart from free essential drugs and diagnostic services. The government will upgrade the existing Public Health Centres to Wellness Centres. The welfare scheme was announced on August 15, 2018. The services which will be provided at Health & Wellness Centres include: -Pregnancy care and maternal health services, neonatal and infant health services. -Child health -Chronic communicable diseases -Non-communicable diseases -Management of mental health -Dental care -Other emergency services What has been the extent of the scheme? Except for Delhi, Telangana, and Odisha, 26 states and union territories have accepted the scheme. More than one lakh people have benefitted from the scheme as of October 2018. More than 825,000 e-cards had been generated by November 2018 and there has been a push to recruit more private hospitals to the scheme. The CEO of the scheme, Indu Bhushan has remarked that more than 15,000 hospitals have been empanelled under the scheme and 50% of them belong to the private sector. The scheme has increased footfalls by 20% in these hospitals.
