What is the Skill India initiative? Skill India is a campaign that was launched by Indian Prime Minister Narendra Modi on 15th July 2015. It aims to provide training to over 40 crore people in India in different skills by the year 2022. It is an umbrella initiative for various other schemes undertaken by the government, such as the National Skill Development Mission, National Policy for Skill Development and Entrepreneurship, 2015, Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and the Skill Loan scheme, among others. We shall discuss each of these. The National Skill Development Corporation India (NSDC) was set up to aid the Skill India mission. It is based on the following pillars: •Create large and quality vocational institutes. •Reducing risk by providing patient capital. •Including grants and equality. •Enabling the creation and sustainability of support systems required for skill development. The PMKVY or the Pradhan Mantri Kaushal Vikas Yojana is the flagship scheme under the Ministry of Skill Development & Entrepreneurship. This initiative aims to enable a large number of the Indian youth to take up industry-relevant skill training which will give them access to better jobs. All individuals are to be certified under Recognition of Prior Learning (RPL). The government bears the burden of training fees. This facility is applicable to any Indian who is unemployed, is a school or college dropout, or as identified by the Sector Skill Council (SSC) for his/her role in the job. The objective of the National Policy on Skill Development and Entrepreneurship, 2015, is to provide an umbrella framework to all activities under the Skill India project in order to align them to common standards and link the skills to various centres where they are demanded. The Skill Loan Scheme was launched by the Prime Minister to support the youth who were eager to go through skill training programs made available by the government. The Skill Loan Scheme has replaced the earlier Indian Banks Association (IBA) Model Loan Scheme for Vocational Education and Training. Any Indian National who has secured admission in a course run by the Industrial Training Institutes (ITIs), Polytechnics or in an institution recognised by the Central or State education Boards or in a college affiliated to a recognised university, can avail the benefits of the scheme. Schemes for the skill development launched by the Government are as follows: •Deen Dayal Upadhyaya Grameen Kaushalya Yojana •Pradhan Mantri Kaushal Vikas Yojana •Financial Assistance for Skill Training of Persons with Disabilities •National Apprenticeship Promotion Scheme •Craftsmen Training Scheme •Apprenticeship training •Pradhan Mantri Kaushal Kendra •Skill development for minorities •Green Skill Development Programme. What are the developments in this sphere? In 2016, Oracle announced that it will build a new 2.8 million sq. ft. campus in Bengaluru which would be its largest building outside of its headquarters in California. Oracle Academy would also train more than half-a-million students each year to develop computer science and software skills by expanding its partnerships in India. Japan's private sector is reportedly to set up six institutes of manufacturing to train over 30,000 people of the rural areas in Japanese style manufacturing skills and practices. Japan-India Institute of Manufacturing (JIM) and Japanese Endowed Courses (JEC) in engineering colleges designated by Japanese companies in India in cooperation between the public and private sectors would be formed for the purpose of overall skill enhancement. In the 2017-18 budget, the central government decided to set aside Rs. 17,000 crore to boost the Skill India Mission, to provide employment and the skills required to get employed. The government has also invested Rs. 4000 crore in the launch of SANKALP (Skill Acquisition and Knowledge Awareness for Livelihood Promotion Programme), which is an initiative under the Skill India Mission. This will provide market relevant training to the Indian youth. The government has also proposed to establish Skill Centres which would make the youth proficient in foreign languages to be able to seek employment opportunities abroad. The first India Skills regional competition took place in 2018. India has partnered with Switzerland, Germany, Sweden, and the UAE on Skill Development Agenda. Skill India has partnered with various other government initiatives such as Ayushman Bharat, to enhance skills for public welfare.
